Advanced Coursework Plan

(HB 190 Compliance – Adopted by the Board of Education, November 10, 2025)

Purpose

The purpose of this plan is to comply with House Bill 190 (2025 Regular Session), which requires each Kentucky local board of education to adopt a districtwide plan for providing accelerated and advanced coursework in grades 4–12. BGISD is committed to ensuring equitable access to advanced learning opportunities for all eligible students.

District Commitment

The district affirms its responsibility to:

  1. Provide a continuum of accelerated and advanced opportunities in grades 4–12 across all core subject areas:  English/language arts, mathematics, science, and social studies.

  2. Ensure that students who meet eligibility requirements are provided access to these opportunities.

Eligibility and Placement

  1. Enrollment

    • Students scoring Distinguished in a subject area in grades 4-5 will be enrolled in compacted math/ELA units, independent projects aligned to standards, and/or talent development programs. 

    • Students scoring Distinguished on Kentucky’s statewide assessment in a subject will be enrolled in advanced coursework (beginning in 6th grade) in that subject area for the next school year (when state tests scores are available in time for enrollment at the beginning of the year). Example: A student scoring Distinguished in math in Grade 5 will be enrolled in an accelerated or advanced math course in Grade 6.

  2. Additional Eligibility Criteria (optional)

    • Teacher recommendations

    • Local assessments or district benchmarks

    • Gifted and talented identification

  3. Withdrawal Procedures

    • Parents/guardians may submit a written request for withdrawal.

    • A principal may withdraw a student if enrollment is not in the best interest of the child, with documentation provided to the parent.

Program Opportunities 

  • Grades 4–5: Compacted math/ELA units, independent projects aligned to standards,  talent development programs, Gifted and Talented Services in math, reading, science, social studies, art and music.

  • Grades 6–8: Algebra I, advanced science, honors English

  • Grades 9–12: Honors courses, AP, dual credit, advanced CTE pathways

Review and Continuous Improvement

  • This plan will be reviewed annually by district leadership, with input from school administrators, teachers, parents, and students as needed.

  • Adjustments will be made as needed to expand opportunities, improve student success, and address equity gaps.
